Mindy S. Salyer founded Salyer Law Offices, LLC in 2008, focusing her law practice in real estate taxation matters and commercial and residential real estate.  Mindy excels in crafting innovative theories that frame the legal issues and steer cases to efficient resolution.  She has represented clients before the Appellate Court and throughout the State court system.  Mindy is a zealous advocate for her clients’ interests.

  • Since 2008, has vacated or blocked over 246 orders directing the county clerk to issue a tax deed and tax deeds throughout Illinois
  • Sought out and retained by banks and mortgage lenders to resolve real estate tax delinquencies for extensive property portfolios, directly resulting in over 37 million dollars in savings through reduced penalty interest, timely redemption, or saving the property from loss to a tax deed
  • Petitions for a tax deed for municipal clients who participate in no-cash bid programs
  • Supervising attorney on all litigation for all firm clients
  • Salyer and Moressi developed the firm’s practice in Oil and Gas rights covering litigation against oil companies and working interest operators, and navigating the technical landscape when oil and gas law intersects with property taxation
  • Represented clients before the United States Bankruptcy Court for the Northern District of Illinois during pending tax sales in state court, covering violations of the automatic stay and post-confirmation litigation
  • Primary attorney for numerous appeals and interlocutory appeals, including overseeing case strategy and oral argument, retained by other firms to draft briefs and issue spot in complex litigation cases, some of which have been decided by the Illinois Supreme Court

Activities

  • Mindy has committed over 10 years of service to the Chicago Bar Association in leadership roles for the CBA’s Real Estate Taxation Committee. Beginning in 2009, she was the legislative liaison for the Tax Sale Tax Deed Subcommittee.  Over the course of her 11-year contribution to the CBA Real Estate Taxation committees, Mindy has served as the chair of the Real Estate Taxation Main Committee three times. She has drafted Property Tax Code legislative amendments that address the Cook County governmental entities’ failure to send certified mail notice in tax deed proceedings and an amendment to require the Cook County Public Guardian to be paid from the Indemnity fund without being added to the fund’s payout waiting list.
